Nigeria’s new cloud policy package targets investment and infrastructure growth


Nigeria is moving to accelerate cloud adoption and investment in digital infrastructure through a new policy package introduced by the National Information Technology Development Agency (NITDA).

The package brings together four national frameworks aimed at strengthening cloud governance, protecting data, improving infrastructure standards and attracting investment into Nigeria’s growing digital economy.

NITDA said the measures are intended to create a more secure, resilient and standardized cloud ecosystem across the public and private sectors, while supporting Nigeria’s ambition to become a major digital infrastructure hub in West Africa.

At the centre of the initiative is the National Cloud Computing Guideline, which establishes the policy direction for cloud adoption and promotes a “Cloud First” approach across government institutions. The framework focuses on areas including data classification, interoperability, security and risk management as public institutions move more services to cloud platforms.

The National Cloud Technical Guideline provides the technical requirements for implementing the policy. It covers cloud architecture, cybersecurity, incident response, procurement and data migration, with the aim of protecting critical government and national data assets.

NITDA has also introduced the National Digital Infrastructure Assurance Framework (NDIAF), which provides a national certification system for digital infrastructure. The framework covers data centres, cloud services, artificial intelligence infrastructure and sovereign computing facilities.

Rather than relying on separate assessments across different sectors, NDIAF establishes a unified certification approach and introduces continuous, risk-based monitoring. The framework is intended to strengthen compliance with infrastructure and security standards while supporting Nigeria’s data-localisation requirements.

The fourth component, the National Cloud Investment Strategy, is focused on increasing investment in the country’s cloud and data centre market.

Nigeria’s domestic cloud market is projected to grow from approximately $1.03 billion in 2025 to $3.28 billion by 2030, according to the figures underpinning the strategy. The government plans to leverage public-sector demand as an anchor for private investment and infrastructure development.

The strategy also introduces an Approval in Principle (AiP) process intended to simplify market entry for investors. It brings together regulatory touchpoints involving agencies including NITDA, the Central Bank of Nigeria (CBN), Nigerian Communications Commission (NCC), Nigerian Investment Promotion Commission (NIPC) and Nigeria Data Protection Commission (NDPC).

Infrastructure constraints are another focus of the investment strategy, with measures targeting issues such as reliable electricity supply, fibre network redundancy, foreign exchange access and customs clearance for technology equipment.

By combining cloud policy, technical standards, infrastructure certification and investment facilitation, NITDA is seeking to create a more predictable environment for cloud providers, data centre operators and technology investors.

The initiative could also strengthen Nigeria’s position in the regional digital infrastructure market by enabling the country to serve growing demand for cloud computing and data centre capacity across West Africa and the wider African Continental Free Trade Area (AfCFTA) market.

The policy package is expected to provide a framework for further development of hyperscale cloud facilities, data centres and sovereign computing infrastructure as Nigeria expands its digital economy.
