COMESA begins drafting a regional AI strategy to align digital transformation across member states
The Common Market for Eastern and Southern Africa (COMESA) has begun developing regional strategies on artificial intelligence (AI) and digital inclusion as member states seek to align their digital transformation efforts.
A four-day stakeholder consultation is underway in Kigali, Rwanda, bringing together government officials, regulators, technology companies, academics, civil society organizations and development partners to shape the COMESA Regional AI Strategy and Regional Digital Inclusion Strategy.
The consultations are supported by the World Bank through the IDEA Programme and are expected to produce recommendations that will inform the two strategies, their action plans and related policy and regulatory frameworks.

The regional bloc is also seeking to strengthen cooperation in areas including digital public infrastructure, institutional capacity and access to digital services.
The first half of the consultation is focused on artificial intelligence, with participants assessing AI readiness across the region and identifying areas where the technology could have the greatest impact.
Agriculture, healthcare and education are among the sectors being considered for potential AI applications. Discussions are also examining the policy, ethical, data governance and regulatory measures needed to support responsible adoption of AI.
Esther Kunda, Director-General for Innovation and Emerging Technologies at Rwanda’s Ministry of ICT and Innovation, said the rapid development of AI requires countries to expand digital capabilities while addressing issues such as cybersecurity, data governance and digital trust.
Additionally, the second half of the meeting is focusing on digital inclusion and the barriers preventing individuals and businesses from participating fully in the digital economy. Key issues include the cost and availability of internet connectivity and digital devices, gaps in digital skills, accessibility for different groups, and online safety and trust.
COMESA said Rwanda’s experience in digital innovation could provide lessons for the regional frameworks, although member states have varying levels of digital maturity.
Chitundu said greater cooperation would allow countries to share experiences and develop a more integrated digital economy.
The outcomes of the Kigali meeting will be incorporated into the drafting of the COMESA Regional AI Strategy and Regional Digital Inclusion Strategy. The resulting frameworks are expected to provide a common direction for digital development and cooperation among COMESA member states.
