APA Apollo expands its East African insurance business with two Tanzanian acquisitions
APA Apollo has expanded its presence in Tanzania after completing the acquisition of majority stakes in two local insurers, adding both general insurance and life assurance to its regional portfolio.
The APA Apollo Tanzania acquisitions cover Meticulous General Insurance Company Limited and Metro Life Assurance Company Limited, with the Kenyan group securing a 66.7% stake in each business. The deal follows regulatory approvals and was completed through AIL Holdings Tanzania, a wholly owned subsidiary of Apollo Investments, APA Apollo Group’s holding company.
The acquisitions build on APA’s existing 34% stake in Reliance Insurance Tanzania, giving the group a broader foothold in the country’s insurance market.
APA expands its insurance business in Tanzania
APA already owns a 34% stake in Reliance Insurance Tanzania, a general insurer. The acquisition of Meticulous General Insurance and Metro Life Assurance extends its presence beyond that minority investment, giving it majority ownership in businesses covering both general insurance and life assurance.
General insurance covers risks such as motor accidents, property damage and business liabilities, while life assurance provides financial protection over longer periods. Operating across both categories gives APA access to different customer needs and sources of premium income, including individual policies and cover for businesses.
Risper Ohaga, group chief executive of APA Apollo Group, said the investment formed part of the company’s regional strategy and its ambition to build a financial services platform across East Africa.
“Expanding into Tanzania marks a defining milestone in our regional strategy and strengthens our long-term commitment to building a leading financial services platform across East Africa,” Ohaga said.
She added that combining the group’s capabilities and experience with local expertise would help it develop insurance solutions for Tanzanian customers and businesses.
The structure of the transaction places the investments under AIL Holdings Tanzania, providing APA with a local holding vehicle for its insurance interests. The arrangement also allows the group to build on its existing regional presence while retaining the acquired companies’ established positions in the Tanzanian market.
Protase Ishengoma, chairman of Meticulous General Insurance and Metro Life Assurance, welcomed APA as the new majority shareholder, saying the partnership would bring broader expertise, insurance products and financial resources to the businesses.
He said the companies would continue building on their relationships with customers in Tanzania while seeking to improve the range and accessibility of their insurance offerings.
Acquisitions broaden APA’s regional insurance portfolio
The Tanzanian acquisitions add another dimension to APA’s operations in East Africa. In Uganda, the group owns APA Uganda General Insurance, giving it an established presence in the general insurance market there. Its new investment in Metro Life Assurance extends its interests in long-term insurance in Tanzania, alongside its general insurance operations.
The two markets offer different opportunities, but the underlying commercial task is similar: developing products that meet local demand while managing claims, operating costs and underwriting risks. Majority ownership also gives APA a stronger position to influence the direction of the acquired companies than its existing minority stake in Reliance Insurance Tanzania allows.
Tanzania’s insurance sector has room to expand its reach among households and businesses. However, premium growth alone does not determine whether an insurer is performing well. Pricing, claims experience, distribution costs and the quality of its insurance portfolio all affect the returns a company can generate from its operations.
The acquisitions therefore give APA an established platform from which to pursue growth, while providing an opportunity to apply its regional experience to the acquired businesses. Their contribution to the group’s performance will depend on how effectively the companies attract customers, manage risk and maintain sustainable underwriting results.
Kenyan insurers pursue different regional strategies
APA’s investment comes as Kenyan financial services groups pursue a range of ownership and expansion strategies across the region. ICEA Lion Group, Britam, Jubilee Holdings, CIC Insurance Group and GA Insurance are among the Kenyan insurers with operations outside their home market, reflecting the regional reach of the country’s insurance industry.
Kenya Reinsurance Corporation is also planning to establish a subsidiary in Tanzania as it seeks to expand its business across Africa. Unlike APA’s acquisitions, which provide access to established insurance companies, a new subsidiary would give Kenya Re a platform to develop its operations through a separate local entity.
Other developments show that regional expansion does not always involve acquiring or retaining direct ownership of an insurance business. Absa, for example, has pursued the sale of majority stakes in two Kenyan insurers as part of a strategy that places greater emphasis on distributing insurance products through banking relationships. The contrast illustrates how financial groups can pursue insurance income through different business models, depending on their capital priorities and operating strategies.
Liberty Kenya Holdings has taken another route, exiting its 60% stake in Heritage Insurance and ending a 25-year presence in the Tanzanian market. APA’s acquisitions and Liberty’s exit represent different decisions about how to allocate capital and pursue growth in the region, rather than a uniform direction for Kenyan insurers.
For APA, the immediate outcome is a larger ownership position in Tanzania’s insurance sector, with interests spanning general and life insurance. The transaction places the group alongside other regional players seeking to build businesses across multiple East African markets, even as individual insurers reassess where and how they want to compete.
Profit growth provides financial backdrop
APA Apollo Group reported a 43.2% increase in net profit to KSh2.78 billion for the year ended December 2025, supported by higher investment revenue. The results provide financial context for the group’s expansion, although investment income and underwriting performance measure different aspects of an insurer’s business.
Investment revenue is generated from assets held by an insurer, while underwriting results reflect the relationship between premiums collected and the costs of providing insurance cover, including claims and related expenses. Both contribute to an insurer’s financial performance, but sustained growth also depends on pricing risks appropriately and controlling the cost of servicing policies.
The new investments broaden APA’s exposure to the Tanzanian market and add two majority-owned businesses to its regional portfolio. Their long-term contribution will depend on the performance of their insurance operations and the group’s ability to develop their products, distribution and customer relationships while maintaining sound underwriting discipline.
