NTSA Moves Vehicle Logbooks Online as Kenya Prepares for Digital Ownership Records

The transport authority says the new e-logbook system will connect vehicle ownership records, financing details and verification services through a digital platform


Kenya will begin replacing paper motor vehicle logbooks with digitally generated ownership records from June 10 as the National Transport and Safety Authority expands its shift toward electronic transport services.

Under the new NTSA e-logbook system, motorists completing 9 specific vehicle transactions will automatically receive updated digital certificates carrying QR-enabled verification features. The authority says the platform is intended to reduce document fraud, improve record integrity and shorten processing times tied to ownership and financing services.

NTSA director general Nashon Kondiwa said the rollout forms part of the agency’s broader migration from manual transport records to integrated digital systems hosted through the eCitizen platform.

The transactions linked to automatic e-logbook generation include first registration, transfer of ownership, alternative ownership transfer arrangements, duplicate logbook replacement and vehicle re-registration. De-registration, financing-related charges and discharge entries, as well as changes to vehicle particulars after inspection, will also produce updated electronic records.

Unlike the current paper-based process, the digital platform is designed to maintain a continuous vehicle history from first registration to deregistration or write-off. NTSA says every update linked to a vehicle record will be time-stamped and stored as part of a permanent audit trail instead of replacing previous records.

The authority has also tied the system to a broader anti-fraud strategy in Kenya’s motor vehicle market. QR verification embedded in each certificate will allow buyers, insurers, banks and dealers to confirm authenticity and ownership status instantly through the NTSA database.

NTSA says full vehicle history records will still require a formal search request under the Traffic Act despite the introduction of instant QR verification.

The financing sector is expected to be among the largest operational beneficiaries of the rollout. Banks and SACCOS financing vehicles will be able to verify ownership and lien status digitally through the system, reducing reliance on physical file copies and manual verification.

The platform is also expected to restrict ownership transfers where lender interests remain active, limiting the sale of vehicles that are still tied to outstanding financing arrangements.

Beyond ownership records, NTSA plans to use the platform as part of a wider compliance and enforcement framework. The authority says the database may support live verification of insurance status, inspection history and stolen vehicle records by enforcement officers and inspection teams.

The system could also automate certain regulatory checks, including restrictions tied to public service vehicle age limits and other compliance requirements currently handled through manual reviews.

NTSA documents indicate the digital rollout is expected to reduce some service timelines from several days to same-day processing once the system becomes fully operational.

The transition comes ahead of a nationwide vehicle inspection programme scheduled to begin in July under a public-private partnership framework involving NTSA and privately operated inspection centres.

Transport Cabinet Secretary Davis Chirchir said participating private operators will be given 3 months to establish inspection facilities before the programme expands nationally.
