Joel Busienei takes two decades of Kenyan banking technology experience to Dubai Islamic Bank


Banking technology executive Joel K. Busienei has joined Dubai Islamic Bank (DIB) as Head of IT, taking responsibility for the lender’s technology strategy, cybersecurity, digital transformation and IT operations.

Busienei’s new role covers a broad range of technology functions, including IT infrastructure, governance, service delivery, technology projects, vendor management, regulatory compliance and IT risk. He will also oversee business continuity and disaster recovery as DIB continues to strengthen its technology capabilities.

The appointment adds more than two decades of information and communications technology experience to DIB’s technology leadership. Busienei has spent over 20 years working in ICT management, including nine years in senior management positions across Kenya’s public and private sectors.

His professional background includes enterprise technology governance, strategic ICT planning, infrastructure management, operational leadership and digital transformation.

Before moving to Dubai Islamic Bank, Busienei was Head of ICT at Consolidated Bank of Kenya. He previously held senior technology roles at Equity Bank, NCBA and CBA, including serving as Group Head of IT Infrastructure.

During his time at Equity Bank, Busienei was involved in the development of the bank’s core banking platform and infrastructure upgrade architecture. The work formed part of the technology infrastructure supporting the bank’s expanding operations.

Busienei also played a role in the technology integration following the 2019 merger between NIC Bank and CBA. As an infrastructure architect, he supported the integration of networks, data centres and collaboration systems as the two institutions consolidated their technology environments.

At Dubai Islamic Bank, his mandate brings together several areas that have become central to banking technology, including cybersecurity, digital transformation, operational resilience and regulatory compliance.

The role will also involve managing technology related projects and vendors while ensuring IT systems meet regulatory requirements and remain capable of supporting business operations during disruptions.

Busienei’s appointment comes as financial institutions continue to invest in digital banking infrastructure while placing greater emphasis on cybersecurity, technology risk and service reliability.

His experience across major Kenyan banking institutions gives him a background in managing large scale banking technology environments, infrastructure upgrades and systems integration as he takes on the IT leadership role at Dubai Islamic Bank.
