PawaPay wins Mozambique PSP licence as it moves to onboard merchants directly
PawaPay has secured a Payment Service Provider (PSP) license from the Bank of Mozambique, unlocking the pan-African payments aggregator to directly onboard merchants and provide regulated payment services in the country.
The license was issued through PawaPay’s local subsidiary, Quidexplus Mozambique, making the company one of the first firms authorized to operate as a PSP under Mozambique’s regulatory framework.
The approval comes as Mozambique’s mobile money sector continues to expand, with more than 12 million active accounts across three major operators: M-Pesa, operated by Vodacom, E-Mola by Movitel and mKesh by Tmcel.
PawaPay said the new license will give merchants a regulated way to access Mozambique’s mobile money infrastructure, addressing challenges that have previously made it difficult for businesses to operate at scale.
“Becoming one of the first PSPs licensed by the Bank of Mozambique changes that. We can now onboard merchants directly and connect them to the operators their customers already use day to day,” said Ilídio Matchebe, Mozambique Country Director at PawaPay.
The company said commercial operations can begin immediately, with merchant onboarding expected to start in the coming days.
PawaPay is also in advanced discussions with M-Pesa, E-Mola and international remittance providers as it seeks to expand inbound payment flows into Mozambique.
The Mozambique licence adds to PawaPay’s regulated operations in 23 African markets. The company currently processes about seven million transactions daily for businesses in sectors including ride-hailing, remittances, retail and non-governmental organizations.
Furthermore, for merchants operating in Mozambique, the new licence is expected to simplify access to the country’s major mobile money networks while giving international businesses a regulated channel to process local payments.
