Instarc puts $1.45m behind a bigger push into South Africa's regtech market


Tallinn-based regulatory technology company Instarc has raised approximately $1.45 million in strategic investment to accelerate the launch of its cloud-native compliance platform in South Africa, targeting financial and other accountable institutions facing increasingly demanding KYC and customer due diligence requirements.

HFO Investments, advised by Athena Capital and Option 3 Capital, has joined Instarc as a strategic investor through the transaction. The company plans to use the investment to expand its commercial presence in South Africa, where regulatory requirements under the Financial Intelligence Centre Act (FICA) continue to evolve.

Instarc’s platform is built to help regulated organizations manage compliance processes through a modular digital framework covering customer onboarding, identity and ownership verification, configurable workflows, document management and retrievable audit records. Its APIs are designed to integrate with existing institutional systems rather than requiring organisations to replace their current technology infrastructure.

The company said the platform can also be adapted to different regulatory environments, giving it potential applications beyond South Africa.

The company positions its technology as a way for accountable institutions to manage those obligations without relying on fragmented compliance processes.

“Our leadership team brings more than fifty years of experience solving complex operational and regulatory challenges for leading global financial institutions. We are now applying that expertise in South Africa, helping organisations replace fragmented compliance processes with modern regulatory infrastructure. When designed and implemented effectively, compliance becomes an operational advantage,” Revell added.

The company’s cloud-native architecture is designed to make compliance part of an institution’s broader operating model rather than a separate system. Client journeys can be configured around factors including products, risk appetite and internal controls, allowing processes to be adjusted as regulatory requirements change without rebuilding the underlying technology.

The investment also brings support from Option 3 Capital, whose Managing Partner Ollie Heinamann said Instarc’s combination of financial services experience, regulatory expertise and technology could support its expansion.
