ICT Authority Appoints Jessy Kiveu Maruti as New CEO


The ICT Authority BoarD has announced the appointment of Jessy Kiveu Maruti as its Chief Executive Officer (CEO).

The appointment, which follows a competitive selection process, was formalized by the Cabinet Secretary for Information, Communications and the Digital Economy, William Kabogo Gitau, EGH.

The appointment of Mr. Maruti marks the conclusion of a significant transition period for the Authority. For the past seven months, the agency has been under the interim leadership of Zilpher Owiti, who served as Acting CEO.

Ms. Owiti stepped into the role in July 2025 following the controversial exit of the previous substantive CEO, Stanley Kamanguya. Mr. Kamanguya’s departure was marked by a high-profile legal standoff with the Board regarding the renewal of his contract. Although the Employment and Labour Relations Court briefly reinstated him in late July 2025, nullifying the initial interim appointment, Kamanguya ultimately resigned days later, citing the need to move past the administrative friction.

Board Chairperson Hon. Lily Ng’ok expressed the Board’s appreciation for Ms. Owiti’s dedicated service during this interim period, which allowed the Authority to maintain its operations while searching for a permanent successor.

Mr. Maruti brings over 18 years of experience in the ICT sector and public administration to the role. Most recently, he led Public Sector operations at Telkom Kenya, where he was instrumental in managing critical national infrastructure projects, including the National Optic Fibre Backbone Infrastructure (NOFBI) and the Government Common Core Network (GCCN).

The Principal Secretary for ICT and the Digital Economy, Eng. John Tanui, CBS, witnessed the ceremony and noted that the new CEO’s primary focus will be implementing the Authority’s 2024–2027 Strategic Plan.

“Mr. Maruti will oversee the implementation of the Authority’s mandate and advance key national digital initiatives that are central to Kenya’s digital economy,” Eng. Tanui stated.
