Huawei Mobile earlier today has confirmed the launch date of Mate 30. The company states the Mate 30 Series launch will take place in Munich, Germany on September 19. Despite the recent tussles on whether Huawei Mate 30 Series will ship with Google Services over the on-going US ban, the company already previously stated they still prefer using Android.
Additionally, the company has no plans of launching a HarmonyOS powered device this year. That should be explanation enough on what to expect with Huawei when it comes to Google services.

Google Services Still Coming?
Huawei Mate 30 could still be running on Android (no doubt), but the availability of Google services is the main issue around this matter, given what Google stated earlier this week.
But still, Huawei has already shipped new devices with a fully-licensed version of Android, even after the US ban was effected.
In fact, Huawei South Africa has recently confirmed that the company will be launching two new smartphones running certified android and G apps by the end of the year. This will happen in South Africa and presumably in additional countries as well, says Huawei. So it will not be surprising if Huawei Mate 30 Series ships with fully certified Android.
