The Kenya School of Government (KSG) and Huawei Kenya have initiated talks to establish a strategic partnership aimed at accelerating digital transformation within the country’s public sector.
Following a high-level engagement held last week at the KSG Lower Kabete Campus, the two organizations are exploring a Memorandum of Understanding (MoU) focused on equipping government executives with advanced digital skills.
The proposed collaboration seeks to position KSG as a national center of excellence for public sector digital leadership. By focusing on critical areas such as artificial intelligence (AI), cybersecurity, cloud computing, and digital governance, the initiative aims to build a future-ready workforce capable of enhancing public service delivery and institutional performance. This move aligns closely with the government’s broader development agenda, including Kenya’s Vision 2030 and the National Digital Masterplan 2022–2032.
The push for advanced digital capacity comes against the backdrop of significant national ICT milestones. In March 2025, the government officially launched the National AI Strategy 2025–2030, a roadmap designed to position Kenya as a regional leader in AI innovation and governance. The strategy emphasizes the need to harness AI across critical sectors to expand digital infrastructure and support sustainable development. Furthermore, the partnership is expected to bolster compliance with key regulatory frameworks, such as the Computer Misuse and Cybercrimes Act of 2018 and the Data Protection Act of 2019, by ensuring public servants are well-versed in data privacy and cyber resilience.
KSG Director General Prof. Nura Mohamed welcomed the engagement, terming it a catalyst for modernizing the public service. He emphasized that the objective is to cultivate a workforce that is not only digitally literate but also proficient in applying modern technological tools to safeguard citizen data and improve efficiency. Prof. Mohamed noted that empowering leaders with these future-ready skills is essential for supporting national development priorities.
“We welcome this strategic engagement with Huawei as a catalyst for accelerating digital transformation within Kenya’s public service” Prof. Nura said.
”Our objective is to build a public workforce that is not only digitally literate but also proficient in applying cloud, AI, and cybersecurity tools to improve service delivery, enhance institutional performance, and safeguard citizen data.” he added.
Huawei has already established a strong track record in Kenya’s public sector capacity building. Through partnerships with the Ministry of Interior and National Coordination and the National Computer and Cybercrimes Co-ordination Committee (NC4), the technology firm has trained over 400 government officers to date. These initiatives have been pivotal in equipping public servants with the skills necessary to counter evolving cyber threats and strengthen the resilience of government systems.
Yuta Leng, the Public Affairs Director at Huawei Kenya, reiterated the company’s commitment to supporting the country’s digital economy ambitions. He noted that by leveraging Huawei’s core expertise in emerging digital solutions, the partnership aims to bridge the gap in civil service capacity and improve the overall quality of public services.
“Huawei remains committed to partnering with government institutions to support Kenya’s digital transformation,” said Yuta. “By leveraging our core expertise in technology and emerging digital solutions, we aim to improve public service delivery, support capacity building for civil servants, and help Kenya fully realize its digital economy ambitions.”
A priority outcome of this collaboration will be the integration of practical AI and cloud technology applications into KSG’s executive development programs. This step is seen as crucial for placing Kenya’s public workforce at the forefront of the digital transformation anticipated under the National AI Strategy. The engagement marks a significant step toward building a digitally skilled leadership cadre capable of driving Kenya’s socio-economic transformation.
